Scheduler and Earned Value Analyst (US Citizenship Required*)Florham Park, NJ or Hanover, MD2018-5796 Responsibilities:Manage and analyze contract/program cost and/or schedule related to established or new development programs for major components, small systems, production, or logistics programsSingle or multiple contracts typically valued up to $20M per yearDevelop program cost and/or schedule baseline within the contract parameters in conjunction with the program teamAnalyze program performance (historical and predictive), monitor contract/program Estimate at Complete and schedule completion date, and make recommendations to program manager and program leadsDevelop time-phased budget in conjunction with program team to meet all contract and program objectivesCollect and update full program performance data, prepare and analyze historical and predictive measures, and review results and recommendations with program manager and program leads Integrate subcontractor cost and/or schedule data and/or material data into program dataEnsure program schedules are horizontally and vertically integrated; resolve network logic conflictsApply advanced schedule techniques and analysis (health and quality checks, resource loading, risk analysis) Analyze critical path and driving paths to identify and manage schedule risk Prepare timely, accurate program review documents Present documents to appropriate audiencePrepare timely, accurate customer required documents and review with program manager and department managerCoordinate contract/program Estimate At Complete (EAC), risk and opportunity, and Management Reserve data with Finance organization as input into business financial commitmentsUpdate program time-phased budget and/or schedule and associated documents to ensure latest contract modifications and related requirements are incorporatedApply key areas of the Program Management Body of Knowledge (PMBOK) to develop executable processes for supported programs and lead program teams in their implementationDefine requirements to solve common business problemsInterface with multiple IPT leads and PMs primarily at a single location Qualifications: Required - Able to obtain TS/SCI clearance with Polygraph (active preferred).Proficient organizational, analysis, and time management skills, attention to detail and accuracy, and ability to multi-task high prioritiesExperience with proposal activities (WBS Development, IMP/IMS development) is a plusEffectively and efficiently work within time constraints and adjusts to changing circumstancesProficiency with Microsoft Office, including Excel, PowerPoint, WordEarned Value Management and scheduling tool experience required.
