Responsibilities
  • Plan, develops, manages and implements broad, critical and complex projects regarding battlefield network technology and communications systems.
  • Assures the integration and coordination of the overall technical and management aspects of assigned projects at the Joint Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Battle Center.
  • Plans and conducts the assessment/evaluation of near term technology to identify potential complex technology developments and applications for future network technology and communications systems.
  • Designs, develops, monitors, coordinates and conducts a variety of technical and operational tests and evaluations for a wide range of communications equipment, systems, networks and facilities.

  • You must possess or be able to obtain and maintain a Secret security clearance.
  • This is an Army Acquisition, Technology, and Logistics (AT&L;) Workforce position.
  • This position requires you to possess or be able to obtain certification at Level III in Acquisition Career Field: Information Technology within 24 months of entrance on duty.
  • EMPLOYEE MUST PASS A MEDICAL EXAMINATION AND RECEIVE REQUIRED IMMUNIZATIONS FOR THE OVERSEAS/DEPLOYED LOCATION. Prior to appointment to the position, employee will sign a statement agreeing to the E-E conditions of employment.
  • You must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • This is an EMERGENCY ESSENTIAL (E-E) position subject to deployment. Anthrax inoculation program participation may be required to meet deployment availability requirements. This position is considered E-E in support of DA's mobilization and wartime mission during periods of increasing tension and mobilization. Position is also considered EE because (1) no qualified and immediate replacement exists; and (2) having the position vacant would impair the effective operation of essential military support systems, or adversely impact the combat mission of deployed forces. IAW (Chapter 75, Title 5 USC; FPM Chapter 753) E-E civilians are required to sign a copy of DoD Form 2365 (DoD Civilian Employee Overseas Emergency-Essential Position Agreement), agreeing that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority.
  • This is Defense Cyberspace Workforce Framework (DCWF) position as outlined in DoDD 8140.01 - Cyberspace Workforce Management and is associated with the Oversee and Govern workforce category.
  • The duties of this position require the incumbent to routinely travel approximately 30%, sometimes on short notice, to worldwide locations using the most expedient mode of transportation available (including military and commercial aircraft).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Applying information technology policies, principles, and practices in the delivery of planning, management and technical services; 2) Leading Cyber IPT's and applying Defensive Cyber Operations and patch management concepts to defend and harden the Warfighter Information Network-Tactical (WIN-T) Increments 1 & 2; AND (3) Providing policy guidance to IT management, staff, and customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-3/GS-13).
